Support for External Parameter Entities

To solve the task regarding the support of External Parameter Entities:

Are we expected to use a specific method to host a DTD file on a URL so the parser can fetch it? If so, could you recommend a safe tool or service for this?

Hi,

You can use any method, tool, or service to host the DTD file.

However, the file should be publically accessible.
You cannot use any local hosting tools.
